'Convert' the equations to y = mx + b   form    m = slope     if the slopes are the same then the lines are parallel

first one   y = 5x + 1     is already in y = mx+ b form   slope = 5

   can you do L2 ?  to see if slope = 5   ....     HINT: divide both sides of the equation by 2

I'm not sure what your cryptic response means.....

L2 =    2 y = 10x+3      simply divide through by 2

               y = 5x + 3/2        m = 5    the same as L1   so the lines are parallel
