One  of  the white  sectors  must  comprise  1/21  of the area of the  circle

 

So

 

13pi/54 =  pi * r^2   / 21       multiply both sides by  21    and divide out pi

 

(21 * 13)  / 54  = r^2

 

91/18 = r^2       take  the positive root

 

√ [ 91 / 18 ]   ≈   2.25  in  =   r
