Note that the slope of a line drawn from the origin through this point will =  -1/4

 

And rotated 90° clockwise about the origin, this point will lie in the 3rd quadrant and will lie on a line with a  slope = 4/1

you draw a x,y coordinate-graph and rotate it so you have y on the left and x up now put the point V like you would use normal graph while rotated
