Because there are 16 people and that is only 1/4 of the total amount of people there you would have to multiply 16 times 4. $${\mathtt{16}}{\mathtt{\,\times\,}}{\mathtt{4}} = {\mathtt{64}}$$. This means there are 64 people in the yearbook club.
