Thirty students took a test on which it was possible to earn only integer scores ranging from 3 to 10, inclusive. If exactly 24 students passed by earning a score of 7 or higher, what is the highest possible average (mean) of the 30 scores? Express your answer as a decimal to the nearest tenth.

Suppose that  all  24  earned  a "10"    and the other 6  earned  a "6"

 

Then....the greatest average  is

 

[ 24(10) + 6(6) ]  / 30  =      276 / 30   =  9.2
