If only three persons are running for the office and the third place candidate received 28 votes and the second place candidate received 98 votes, the winner could have received only 99 votes.

In this case, the total number of votes cast would be:  28 + 98 + 99  =  225 votes.

The percentage for the winning candidate would be:  99 / 225  =  44%

Therefore, the smallest possible value of x is 44%.
