As civonamzuk has said, the hour hand moves through 30 degrees each hour

So...in 2 hrs. it moves through 60 degrees

Now 47 minutes is 47/60 of one hour

So 47/60 x 30 degrees  =23.5 degrees

And 21 seconds is 21/3600 = 7/1200 of an hour

So   7/1200 x 30 degrees = about .0058333 degrees

So.......the hour hand moves through [60 + 23.5 + .0058333] degrees = 83.5058333 degrees  in 2 hours 47 minutes and 2 seconds

Edit....you;re correct   civonamzuk......I had a slight case of CDD....!!! 

21 seconds is 7/1200 of an hour

And 7/1200 x 30 = .175degrees

So..my amended answer is [60 + 23.5 + .175] = 83.675 degrees

For every hour add 360º

For every minute add 6º

For every second add .1º

x = 2(360º) + 47(6º) + 21(.1º)

x = 720º + 282º + 2.1º

x = 1004.1º
