The point (-3,-5) is on the terminal side of theta, an angle in standard position. What is the value of cot(theta)?

I think that this is what you are describing but I will admit that I am not sure.
anyway
the point (-3,-5) is in the 3rd quadrant, which means that tan(theta) and cot(theta) are positive.
cot (theta) = adjacent / opposite = +3/5
