Can't use the tangent here

 

We know the side adjacent to the 28° angle  and we are trying to find the side opposite the right angle (the hypotenuse )

 

And the trig function that relates the adjacent  side and the hypotenuse is the cosine

 

cos (angle measure )  =  adjacent / hypotenuse

 

oos ( 28° )  =  11 / x      multiply both sides by x

 

x cos (28°)  = 11      divide both sides by cos (28°)

 

x   =  11 / cos (28° )  =  12.46
