Rewrite as

 

x =  2y^2  - 13y  -1

 

The y coordinate of the vertex  is    - (-13)  / ( 2*2) = 13/4

 

The x coordinate is

 

2(13/4)^2 -13(13/4) - 1  =   

 

-177/8

 

Vertex = ( -177/8 , 13/4)
