So the formula for finding the midpoint is 

$(\frac{x_1+x_2}{2}, \frac{y_1+y_2}{2})$

Substituting the values gives

$(\frac{-1+3}{2}, \frac{9+8}{2})$

$(1,\frac{17}{2})$

$(1,8.5)$

Finally, after a very long time, my answer was chosen as the best answer; worked so hard for this
