So the formula for finding the midpoint is

$$(\frac{x_1+x_2}{2}, \frac{y_1+y_2}{2})$$

Substituting the values gives

$$(\frac{-1+3}{2}, \frac{9+8}{2})$$

$$(1,\frac{17}{2})$$

$$(1,8.5)$$
