So the formula for finding the midpoint is 

 

\((\frac{x_1+x_2}{2}, \frac{y_1+y_2}{2})\)

 

Substituting the values gives

 

\((\frac{-1+3}{2}, \frac{9+8}{2})\)

 

\((1,\frac{17}{2})\)

 

\((1,8.5)\)
