{ } is an empty set.
meaning that there are no solutions.

Let's look at this little closer.......
3(-2-3x)=-9x-4 simplify
-6 - 9x = -9x - 4 or
-9x - 6 = -9x - 4 add 9x to both sides
-6 = -4
Notice that this answer doesn't make sense....thus, the {} means there is no solution to this equation....!!!
