The digit position immediately to the right of a decimal point contains tenths, the next position to the right contains hundredths, the next, thousandths, and so on.

If the digit in the hundredths position is less than 5 then keep the tenths position digit as it is and ignore everything to the right.  If the hundredths position digit is greater than or equal to 5 then increase the tenths digit by 1 and, again ignore everything to the right.

For example:   5.23 is 5.2 to the nearest tenth.  5.26 is 5.3 to the nearest tenth.

One complication:  If we have, say, 5.96, then we have to round up the 9 to a 10.  However, we are only allowed one digit in the tenths position so we have to put the zero there and add the one on to the units position, so 5.96 is 6.0 to the nearest tenth.
