what does theta equal if from point A to B is 3.8 and the length from B to C is 20?

There's no way to tell unless we know the remaining side.....To see this....note that "B" could act as a "hinge" so that AB and BC might be two sides of an infinite number of possible angles. (Unless these are two legs of a right triangle......if this is so....repost your question  and I'll give you an answer)
