What does this even mean?

Variable Y~N with a mean of 190 and a variance of 90

What is the 80 percentile, the 92 percentile, 98 percentile?

I thought it is supposed to specify if the percentiles are upper or lower. Does it even matter?

Please explain I'm so lost!
