when a number is to a negative power it is equal to 1 over that number to a positive power,

ex:

$${{\mathtt{5}}}^{-{\mathtt{2}}} = {\frac{{\mathtt{1}}}{{{\mathtt{5}}}^{{\mathtt{2}}}}} = {\frac{{\mathtt{1}}}{{\mathtt{25}}}}$$
