Thanks Anon, I think they might mean

 

$$\frac{-2}{3}\div -1$$

A negative number divided by a negative number is a positive number.

and

any number divided by 1 stays the same 

so the answer is

 

$$\frac{-2}{3}\div -1 =\frac{2}{3}$$

$${\frac{{\left(-{\mathtt{2}}\right)}^{{\mathtt{3}}}}{-{\mathtt{1}}}} = {\mathtt{8}}$$
