1000000=1300000/(1+r)^2

 

\( 10=\frac{3}{(1+r)^2}\\ 10=\frac{3}{(1+r)^2}\\ (1+r)^2=0.3\\ 1+r=\pm\sqrt{0.3}\\ r=\;-1\pm\sqrt{0.3}\\\)

I think you have a "typo" in your calculations:

1000000=1300000/(1+r)^2

10 = 13 / [1+r]^2

10[1+r]^2 = 13

[1+r]^2 =1.3

1+r =sqrt(1.3)

1+r =1.1402

r =1.1402 - 1

r = .1402 x 100

r =14.02%
