Thanks anon.

You could do it this way too

$$\\\frac{2}{5}(1a-15)\le4\\\\
\frac{2}{5}\times\frac{5}{2}\times(1a-15)\le4\times\frac{5}{2}\\\\
(1a-15)\le 10\\\\
a-15\le 10\\\\
a-15+15\le 10+15\\\\
a\le 25\\\\$$

the variable a would be 25 or lower because when you put it in with 25 as a the left side would equal 4, and any number below 25 would work too. What I did was 2/5(1a-15) less than or equal to 4. then I used the distrubitive property. 2/5a-6 less than or equal to 4. I then added 6 to both sides. That will cancel out the -6.

                                      +6                             +6

2/5a less than or equal to 10. Then I divided 2/5 to both sides.

/2/5                               /2/5

a is less than or equal to 25.
