Plug in  0  for  x  .

 

f(0)   =   -0.25(6)0+2 - 1

 

f(0)   =   -0.25(6)2 - 1

 

f(0)   =   -0.25(36) - 1

 

f(0)   =   -9 - 1

 

f(0)   =   -10

 

The y-intercept is  -10
