Start by distributing the 3 into the -2 so you will have 

5x+3(-2)=-16

5x-6=-16

then add 6 to either side.

5x=-10

divide by 5 to solve for x!

x=-2

5x + 3*(-2) = -16

5x + -6 = -16

5x = -10

x = 2
