anyone knows whats it called when the number a and b are underneath each other?

I'm not sure what you mean by a and b underneath each other... but I interpret it as b is underneath a or a is underneath b. If that is the case it would be a fraction. 

 

Another thing it could mean is \({a}_{b}\) or \({b}_{a}\) which are subscripts.

 

If neither of these are correct could you try and be more specific in your question?
