You want the line equation   y= mx + b    where m= slope (3/5)

y=3/5 x  + b    to find 'b' , substitute the point you are given (4,-6) to find the value of 'b'

-6 = 3/5 (4) + b

-6 =12/5 +b

-8 2/5 = b

 

so your equation is    y = 3/5 x -  8 2/5
