When it says moderator, is that the tutors or the person who created this. Is there even tutors in this site?

I don't think there are tutors on this site,,

Moderators are like people who can delete posts, and have some other privlidges. (I'm not sure tho)

I found this definition on the internet:  tutor: a private teacher, typically one who teaches a single student or a very small group  

 

Using this definition strictly, there are no tutors on this site. 

 

But if we may stretch the definition a bit, everyone who answers a question is kind of a tutor.  That is, everyone who explains their answer, who wants to actually help the questioner, could be considered sort of a tutor. 

 

Those who post only an answer, such as 2π, without explaining how it was derived, are not tutors.  They're just showoffs (I had to change this word... I first had something more colorful, not actually vulgar, but likely to get bleeped.)
