when x=3, is 4x^2 solved by doing (4*3)^2 or 4*3^2 ?

I believe you would solve it with the second option you said: 4*32

So you would do 3*3 first, then multiply the product by 4.

 

This might also depend on how 4xis used, but I'm pretty sure that most of the time you would do it as I explained.
