The definition of a rational number is: a number such as –3/7 that can be expressed as the quotient or fraction p/q of two integers, a numerator p and a non-zero denominator q.
Since 3/8 is already a p/q, then by definition it is rational. A fraction can't be irrational.
The term "rational" is the adjective form of the word "ratio" which takes us back to the p/q definition.
If the question were "is 0.375 rational or irrational" then the answer would be rational, because it can be expressed as a ratio, namely 3/8.
