I must admit that I'm no expert "businessman", but I will venture to guess. I would say:
E)- Liability Insurance. Because, by definition, it is insurance covering the insured against losses arising from injury or damage to another person or property, whether it's a crate full of widgets or whatever. The business has to have liability insurance, whether the grate is being exported or is sitting in a wharehouse. That is what I think!!.
