Since the equation for a circle is:  (x - h)2 + (y - k)2  =  r2,

and h = 4 

and k = -3

and r = 2.5

the answer is:  (x - 4)2 + (y - -3)2  =  2.52     --->     (x - 4)2 + (y + 3)2  =  6.25
