When a post has answer(s), who is it that decides which will be deemed the Best Answer?

Is it the OP (original poster) who asked the question?  Or one of the moderators?  Or who?

I actually don't know. I've had like 2 or 3 of my answers voted as "best answer". I suppose the moderator does it, since in the questions i asked, I was never able to select one, and two, many guest questions have "best answer" and usually (no offense) guests don't have many features if they don't sign up.

Of course if there's a best answer here without you picking, you can eliminate one choice :)

The Mods (CPhill, Melody etc) decide it...

Thanks, Lucky.  I've been suspecting something like that was going on.  Too many instances, it was obvious to anyone with half a brain that the best answer was not the one chosen.  Only after it happened to me was I prompted to post this inquiry.  There was a question, and I submitted a very good answer; it was simple and straightforward, and it was the first answer to be posted.

The next answerer used some arcane calculation – the poster himself called it a "rather obscure formula" – that I'll wager that not one person in a hundred could understand.  Yet, this answer was chosen as Best Answer.  I think a significant fact is that the chosen answer was posted by one of the regulars favored by the mods, and I'm only a lowly guest.
