If the numbers you list represent values of x then perhaps you are meant just to calculate corresponding values of y by substituting the numbes into the formula:
When x = 0 y = 2/3*0 - 1 so y = -1
When x = 3 y = 2/3*3 - 1 so y = 2 - 1 or y = 1
and so on, so you get a list of (x, y) pairs: (0, -1), (3, 1) etc.
