This looks like y - 3 = 2(x + 1)y - 3 = 2(x+1). I think you must have made a copying error and done the equation twice. I'll assume you mean y-3=2(x+1).

If x is -1, x+1=0, so 2(x+1)=0. Then y-3=0, so y = 3.
