y+4= 2/5(x−3)    simplify

 

y + 4 = (2/5)x - 6/5     subtract 4 from both sides

 

y = (2/5)x  - 6/5 - 4

 

y = (2/5)x - 6/5 - 20/5

 

y = (2/5)x -  26/5

 

The y intercept is  (0, - 26/5)    plot this point

 

The slope is 2/5.......go up 2 on y and to the right 5 on x.....this gives the point 

 

(0 + 5, -26/5 + 2)  =  (5, -26/5+ 10/5)  =  ( 5, -16/ 5)   plot this point

 

Draw a  line through these points.......that will be your graph
