As it stands, you have not asked a question at all.

Maybe the minus sign was meant to be and equal sign like CPhill suggested

Maybe it was all supposed to equal 0 like anonymous suggested.

Maybe you were supposed to factorise it and then the answer would just have been 7(2c-3)

Who knows?  Not us!

Do you mean 14c = 21 ??   If so, we have

Divide both sides by 14   We have

c = 21/14  = 3/2

If you mean you'd like to factor this, we have

7 (2c - 3)

I don't know if that helps, or not!!

14c - 21 

Set the problem equal to zero   14c - 21 = 0

Add 21 to both sides  14c = 21

Divide both sides by 14  c = 1.5 or 1 1/2
