Divide both sides by 14 We have
c = 21/14 = 3/2
If you mean you'd like to factor this, we have
7 (2c - 3)

Set the problem equal to zero 14c - 21 = 0
Add 21 to both sides 14c = 21
Divide both sides by 14 c = 1.5 or 1 1/2
