Take logs to base 4 of both sides:

$16^{x/2}=64\\.\\\frac{x}{2}log_416=log_464\\.\\ \frac{x}{2}\times 2=3\\.\\x=3$

Note that log₄16 = 2 because 4² = 16  and log₄64 = 3 because 4³ = 64
