When the exponent is  -1/4, the negative sign flips the problem into the denominator

(16x8)-1/4  =  1 / [ (16x8)1/4 ]

The exponent of 1/4 means to take the fourth root:

161/4  =  2  and  (x8)1/4  =  x2

=  1 / ( 2x2 )
