A negative exponent means to move the term to the denominator and get rid of the negative sign.

$$\frac{1}{(5/3)^{2}}$$

That is the same thing as:

$$\frac{1}{5^{2}/3^{2}}$$

=$$\frac{1}{25/9}$$

=$$1 / \frac{25}{9}$$

Keep, change, flip

=$$1 * \frac{9}{25}$$

=$$\frac{9}{25}$$
