It's difficult to help with this as there isn't enough information to go on.

Is it that you want to know what  $${\frac{{\mathtt{2}}}{{\mathtt{15}}}}$$ of a minute is?

So you have 6/45 degrees and you want it in miuntes.

 

there are 60 mins in a degree so the answer is

$${\frac{{\mathtt{6}}}{{\mathtt{45}}}}{\mathtt{\,\times\,}}{\mathtt{60}} = {\mathtt{8}}$$
