Question, how can something be perpendicular and parallel?

And there is only one equation here.

-8x-4y=3

-2x-y=12

 

Rearrange these

 

-8x-4y=3  divide through by -4  → 2x + y  = -3/4  → y = -2x - 3/4

-2x-y=12  divide through by -1  → 2x + y = -12    → y = -2x  -12

 

Note that they both have the same slope...so.....they are parallel
