If the problem is:  (2p + 3q)/q  =  3/8

cross multiply:  (2p + 3q)(8)  =  (3)(q)

simplify:           16p + 24q  =  3q

subtract 24q from both sides:  16p  =  -21q

divide both sides by q:       (16p)/q  =  -21

divide both sides by 16:           p/q  =  -21/16
