Definitely growth.  It is increasing at a rate of 23%.

The initial value is 225.

At x = 3, we have

225(1.23)^3 = about 418.7

In the equation  y  =  225(1.23)x, since the base of x is 1.23 and this is greater than 1.00, this equation represents growth.

If the base is less than 1.00 (such as 0.75), then it represents decay.
