Two points on the line are  (2, 0) and (0, -3)   --->   m  =  ( - 3 - 0 ) / (0 - 2 )  =  3/2

 

The y-intercept is -3   --->  the equation is  y  =  (3/2)x - 3

 

Since the line is not shaded but the graph is shaded below that line:  y  <  (3/2)x - 3

 

--->   2y  <  3x - 6    --->     -3x + 2y  <  -6     --->     3x - 2y  >  6
