Your question does not make sense!!!, since the difference between the two numbers that you have given is only 11.10. If you choose a number like 8,000 it will meet your conditions, in that it is lower than 8,011.09 and higher than 7,999.99!. But what have you accomplished? If you add 23.13 to it, you get 8,023.13, which is a contradiction???????. Make sure you understand what you want.
