S1*S2 = -1 if slope perpendicular. 

We know one of them is 1/4.

The other is -4 (The one we need)

Using point slope form:

y-1 = -4x + 16

y = -4x + 17 is your final answer. (check my work though, I might be wrong)

 

 

 

 

Key points: perpendicular slopes S1, S2 multiply to be -1. 

                   point slope form: y-y1 = m(x-x1)
