substitute into second equation
-4x - 5y = 11
-4(7 - 2y) - 5y = 11
distribute the -4
-28 + 8y - 5y = 11

3y = 39
y = 13
now solve for x:
y = 13
x + 2y = 7
x + 2(13) = 7
x = -19
