Perpendicular to y=3x-10 that contains (-9,-1)

 

Perpendicular lines have negative reciprocal slopes....so the slope of our line  = - 1 /3

 

So we have

 

(y  - - 1)  =  - [1 /3] ( x - - 9)

 

 y + 1  =   - [1 /3] ( x + 9)    →  point-slope form
