Assuming that we have :

 

(3/2)y- y = 4+(1/2)y   simplify

 

(1/2)y = 4 + (1/2)y

 

And. as Guest said, there is no solution for this because 1/2 of something can't be the same as 1/2 of something and 4 added to it....!!!
