I really don't understand your problem.  Just use the - sign.  

eg   4^-3=

$${{\mathtt{4}}}^{-{\mathtt{3}}} = {\frac{{\mathtt{1}}}{{\mathtt{64}}}} = {\mathtt{0.015\: \!625}}$$
