$${\mathtt{1.3}}{\mathtt{\,\times\,}}{\mathtt{10}} = {\mathtt{13}}$$  nice and clean and no decimals, but it still needs to be equal to 1.3 so we do

$${\frac{{\mathtt{13}}}{{\mathtt{10}}}} = {\mathtt{1.3}}$$and we check if there are still any common divisors... nope none, it's in it's simplest form
