Why do we sometimes mutiply percentages by numbers and sometimes we do for example, (0.37) x (1+49%); where did that 1 + come from!

The word "Percent" come from Latin meaning "per one hundred". So, 100% means 100/100 =1. And every percentage is expressed as per one hundred. Example: If I say I got 8% interest on my savings account, that means that for every dollar I have, the Bank paid me 8% or 8/100=.08 cents. So that my original dollar becomes 1 + .08 =$1.08. All percentages work exactly the same way.
