5x + 2y = 4        ...(1)

6x - 3y = -7       ...(2)

Multiply all terms in (1) by 3 and all terms in (2) by 2.  This will make the y terms the same in both equations.

15x + 6y = 12     ...(3)

12x - 6y = -14    ...(4)

Now add (3) and (4) term by term to get:

27x = -2

x = -2/27

Put this back into (1)

5*(-2/27) + 2y = 4

Multiply by 27

-10 + 54y = 108

54y = 118

y = 118/54  or y = 59/27
